What a fiasco!! A court order is not going to rectify the lack of action that should have been taken to deal with this side show when it first started.
The homeless and the street people problem that we know now,was caused 30 years ago when all levels of governments stopped investing in rental housing.
This was compounded when misguide bureaucrats thought it was more human to close hospitals where people with mental health issues could be properly care for, and let them care for themselves, under supervision of course, in society. What a disaster.
Unfortunately no-one will ever admit to this stupidity as long as some of the original policy makers are still employed in the system.
